Pocatello swears in Mayor Mark Douglas, reappoints advisory board member and elects Mangum as council president

Mark Douglas was sworn in as mayor and joined by newly sworn council members who took oaths of office at a Pocatello City Council meeting. The clerk administered oaths for multiple seats, including Dakota Bates and Stacy Satterfield, and Douglas repeated the oath to support the U.S. and Idaho constitutions and to faithfully discharge the duties of the office.

"I am humbled and honored," Douglas said after taking the oath, thanking supporters and urging residents to be involved in the life of the city. He acknowledged family members and former colleagues and pledged the incoming administration and council will "roll up our sleeves" to serve the community.

During the meeting the council approved its consent agenda by motion and roll call vote. The items included approval of minutes from prior December meetings, material claims for Dec. 16–31, 2025, and confirmation of the mayor's reappointment of Paige Zellmer to the Animal Shelter Advisory Board for a term beginning Feb. 9, 2026 and expiring Feb. 9, 2028. Council member Cheatham moved to approve the consent agenda; the motion was seconded and passed on a roll call with all voting yes.

The council then proceeded to elect a council president under Idaho Code 50-702. A motion to approve Corey Mangum as council president was seconded by Council member Bates and carried on a roll call with affirmative votes from the members present, making Mangum council president.

The meeting concluded after a brief public comment period and adjournment. No further formal actions were taken at that meeting.
