Council adopts comprehensive personnel policy revisions, adds Juneteenth and codifies mileage threshold

Peachtree City council voted unanimously to adopt a bundle of revisions to the city's personnel policy handbook after an in-depth staff presentation.

Dr. Tabb, presenting the revisions, said the handbook is now electronic and the changes aim to modernize and clarify policy language rather than add unbudgeted programs. Key changes include adding Juneteenth to the holiday schedule, converting bereavement leave from hours to calendar days and expanding paid funeral attendance time from three to four hours, reorganizing sick-leave language for clarity, updating probation and merit rules for new hires and promotions, and adjusting retirement gift amounts for inflation.

The revisions also clarified procedures for closures/delayed openings, established double pay rules for nonexempt critical operations personnel for certain closures, codified take-home vehicle operational practice including mileage thresholds (the council approved changing a specified reference from 30 miles to 45 miles), and aligned police overtime calculations to an 84-hour biweekly threshold to reflect operational realities.

Council discussed the historical context of some changes, particularly take-home vehicle deductions and overtime rules, with staff explaining prior resolutions and operational practice. The motion to approve the recommended personnel policy revisions, including the 45-mile change in section IJ-2a3, passed unanimously.

Staff said they will continue reviewing the full 147-page personnel manual and return with further sections as needed.
