Saratoga County’s Law and Finance Committee met on Jan. 14 and approved a nine-item packet that included two state opioid funding awards, routine contract actions and the introduction of a local law to expand senior property tax exemptions.
The committee voted by voice to accept $522,687 in opioid stewardship funds from the New York State Office of Addiction Services and Supports (OASAS) to be passed through to RISE Housing and Support Services, Inc., and $276,446 in opioid settlement funds to be passed through to the Alcohol and Substance Abuse Prevention Council of Saratoga County, Inc., for peer-driven services. The committee also approved renewal of a corporate health services agreement with Saratoga Hospital, Inc. ($40,000), an agreement with Atlantic Testing Laboratories Limited for geotechnical work on the county fire training center ($20,000), adoption of an updated Environmental Health fee schedule, and a correction to certain 2026 school tax bills in the Town of Edinburg.
The committee approved a license agreement permitting ongoing placement and maintenance of county 911 communications equipment at a private development in the City of Mechanicville; the item includes a modest budget amendment and a $1,800 decrease to fund balance for related expenses.
The group introduced a proposed local law to amend Local Law No. 1 of 1967 to raise the senior exemption income threshold to $35,000 and increase the maximum exemption rate to 65 percent; a public hearing on that local law is set for Feb. 12, 2026, at 4:30 p.m. “We estimate approximately 3,000 to 3,500 senior homeowners could qualify,” administration staff said during the meeting, adding that the county does not expect the change to have a measurable impact on the county property tax levy.
After a brief executive session on pending and current litigation (no action taken in executive session), the committee voted to add and approve an item authorizing the county attorney to respond to a regulatory judgment action and, if appropriate, seek relief related to an alleged improper installation of the county jail roof. The committee’s roll calls in this meeting were voice votes; the transcript does not include a formal roll-call tally for these items.
Chair and committee members encouraged clearer agenda materials going forward, including listing a contact person and phone number on agenda request forms. The committee also approved adding the Board meeting scheduled for Jan. 20, 2026, to the calendar and then adjourned.
Actions taken at the Jan. 14 meeting are procedural and will be reflected in upcoming Board of Supervisors materials and the respective contract and budget amendment documents.
