Troy Turley, project manager with the Kosciusko County Parks and Recreation Board, updated commissioners on the multi‑year Chinworth Ridge Trailhead project and an upcoming letter of intent to K‑21.
Turley said Friends of the Trails has raised $16,050 to date, with $5,000 earmarked for a specific project and $11,050 unrestricted to support maintenance. The board has held cleanup events and identified a volunteer point person, Steve Fogley, to coordinate ongoing efforts.
Turley said the group has met with the Indiana Department of Natural Resources and the Kosciusko County Soil and Water District to map grant opportunities for shoreline stabilization and other enhancements. He told commissioners the historical society is receptive to transferring property to the county either at no cost or for a nominal dollar to enable grant eligibility and project progress.
Commissioners and highway staff discussed rights and responsibilities if the property reverts to county control; no vote was requested at the meeting. Turley asked for continued communication and support as the Friends of the Trails works toward a recommended goal of raising three years of anticipated maintenance funds to reduce the county’s long‑term burden.
The county council previously received a briefing on the project during the summer; Turley said he expects to submit the LOI later this month. Commissioners thanked presenters and asked staff to continue coordination as land‑transfer and funding details are finalized.
