Lebanon, Mo. — The Lebanon City Council unanimously approved the appointment of Bradley Axon as general manager of the Lebanon Community Golf Course and authorized several items the new manager said are intended to modernize operations.
Axon, who said he started Dec. 29, told the council he has "been in the golf business for over 25 years" and described experience at Pinehurst, Camelback Resort and TPC Southwind. The council moved and approved his appointment on a voice and roll-call vote.
Council also approved financing measures and contracts tied to golf course improvements:
- A lease-purchase financing ordinance authorizing up to roughly $3,000,000 to cover irrigation (about $2.8 million), a new cart barn (estimated $100,000) and other course improvements. Staff said the financing is a 15-year note beginning in fiscal year 26-27 with first payment in October 2026; council passed the ordinance (Council Bill 69-72, ordinance 26-3).
- Approval of a purchase and implementation agreement with ForUp for club and course management software. Axon said ForUp replaces disparate point-of-sale and tee-sheet systems and provides integrated marketing and member-billing tools; council approved the software agreement (Council Bill 69-83, ordinance 26-14).
- Authorization for equipment lease financing through First Citizens Bank and Trust Company for golf course maintenance equipment; council passed the ordinance (Council Bill 69-84, ordinance 26-15).
City staff said the financing plan relies on golf course revenues to cover debt service over time as irrigation and other improvements increase course capacity and operations. David Martin (bond counsel) explained the lease structure used for financing in other city transactions: a bank leases the property and leases it back so possession remains with the city under the city's lease.
What happens next: staff will finalize financing documents, execute software and equipment agreements, and proceed with project implementation; Axon will work with staff and council on project priorities.
