City planner Bridal Justin presented a combined first reading of two ordinances for Oakhurst Phase 3, proposing to rezone roughly 5.6 acres and to approve a preliminary plat that would create 10 new lots and 20 dwelling units. Justin said the developer proposes converting 4.5 acres of R-3 zoning and 1.1 acres of R-1 into R-4 to provide a transitional buffer between nearby single-family homes and an area intended for future apartment development.
"This rezone would provide a transitional zoning buffer between the existing single family homes and the future apartment complex," Bridal Justin said, while outlining site utilities, stormwater controls and a March 2023 sinkhole evaluation that identified eight sinkholes in the larger development area, two of which affect the subject property. He told council that utilities are available, curb-and-gutter and storm infrastructure would be installed, and planning staff has found the proposal consistent with the comprehensive plan and applicable subdivision regulations.
Developer Stu Stinger told the council he expects to "down zoning here" and intends to build duplexes or patio homes rather than apartments because the land and known sinkholes make that product type more appropriate. "We just think it's a good area there where we can do some alternative housing besides apartments and single family," Stinger said during the public hearing.
Planning and zoning voted unanimously to recommend approval; one nearby resident had objected earlier in the process, expressing concern about losing the open field behind her property. The council combined the bills for presentation at first reading; final votes will be taken separately at second reading when the council will consider each ordinance on the merits.
