Mrs. Coffey read Council Bill 2026-03 at first reading, an ordinance authorizing the city administrator to execute a pole-attachment agreement. Interim Public Works Director Travis Cossie explained the document establishes standards and make-ready requirements to allow a third party to attach fiber to the city's existing utility poles while protecting public infrastructure and requiring pre- and post-inspections.
"The intent of this document is to provide standards and regulations necessary to protect our public infrastructure while also allowing for a third party entity to occupy our poles in a safe and efficient manner," Cossie said, noting WAN Communications has approached the city about installing fiber.
The item was presented at first reading; staff opened and closed a public hearing with no speakers. Second-reading action will be required before a binding pole-attachment agreement is executed.
