Mesa — The City of Mesa Planning and Zoning Board on Jan. 14, 2026 voted 6–0 to recommend the City Council approve a rezoning and related site plan and a minor general plan amendment for the Lincoln property, a 9.1‑acre development proposed for the southwest corner of Hampton Avenue and Chrisman Road. Vice Chair Peterson moved the recommendation and Board Member Kerr seconded.
The board’s motion recommended rezoning the site from a planned area employment park with a planned area development overlay to "multiple residents two" with the planned area development overlay, approved a special use permit and site plan review to allow a 102‑lot attached single‑residence development, and supported the minor general plan amendment changing the place type from urban center to urban residential. The motion added a condition requiring the wall along the freeway frontage be increased to 8 feet.
"I would recommend that we add a stipulation to have the wall along the freeway be an 8 foot high wall," Vice Chair Peterson said during discussion. When asked about existing nearby walls, a city staff member, Cassie, responded that the development to the west has a 6‑foot wall. Board members said the taller wall would help visually and acoustically and noted the applicant indicated a willingness to comply.
The recommendation now goes to the Mesa City Council for final action. The board’s formal vote was recorded as 6–0 in favor; one member was absent.
