Lebanon County signs five-year DDAP agreement to fund local drug and alcohol services

James Don Moyer, executive director of the Lebanon County Commission on Drug and Alcohol Abuse, presented a five-year agreement with the state Department of Drug and Alcohol Programs (DDAP) and asked commissioners to approve signatures on the contract. Moyer said the agreement runs Jan. 1, 2026, through June 30, 2030, and provides federal and state funding to the county to contract with providers and pay for services.

On the record, Moyer broke down the yearly funding he had included in his memo: federal funds of $853,433.15 and state funds of $201,570 per year (transcript formatting noted before correction). He said the agreement allows his office to contract with providers and process invoices to pay for services offered to county residents. Commissioners moved, seconded and approved the agreement.

The presenter said he had supplied commissioners and the county solicitor with the full 94-page agreement for review, and that detailed financial breakdowns were included in his memo to the board.
