The Washington County Board of Commissioners approved a series of procurement actions, grant submissions and budget adjustments as part of its agenda.
The board authorized submission of a FY27 Maryland Department of Natural Resources Green Space Equity grant application for $700,000 to fund a multi‑use trail and parking improvements at Marty Snook Park; Andrew Eshelen (Public Works) said the trail would improve internal circulation and reduce pedestrian/bicyclist safety concerns. The motion to submit the application passed by voice vote (4-0).
The purchasing office recommended and the board approved a sole‑source maintenance contract (PR 1794) with Stryker Medical for certification, maintenance and software upgrades for Lifepak monitors, AEDs and Lucas CPR devices and related equipment for $211,399.43 for the term 01/25/2026–01/24/2027. Director of Purchasing Brandy Kent cited county code provisions authorizing sole-source awards where equipment compatibility is critical. The board approved the procurement (4-0).
The board also awarded PUR 1765, the Cell 5 construction at the 40 West Landfill, to a responsive proposer (W.C. Hetzer of Hagerstown) for $11,274,400. Solid Waste staff described the new cell as approximately 14.8 acres and estimated it could provide six to seven years of capacity depending on trash flow; the contract term was tentatively set to run from 02/01/2026 to 01/31/2027. The board approved the contract (4-0).
Other fiscal actions approved by the board included: a $120,432 contract award for Highfield water development Spring 2 and Well 9 (with a recommended $65,000 budget transfer), a $47,598.50 adjustment request to cover a shortfall in the State Homeland Security award, shifting a $50,000 ARC airport grant from operating to capital, recording rental income and transfers for the 540 Western Maryland Parkway acquisition, and approving a $435,400 change order for the Smithsburg Wastewater Treatment Plant construction-management services. All motions were approved unanimously by voice vote (4-0).
Where staff indicated statutory or code requirements (for example, sole‑source publishing requirements), presenters said the procurement and budget approvals complied with applicable local rules and available funding lines.
