The Jonesboro planning commission recommended approval of a rezoning for 1306 Charles Drive from R1 to RS‑7 after the applicant, property owner Weston Wagner, explained that the change would allow two single‑family residences on the lot given his frontage constraints.
Wagner said recent state legislation would also affect development options: "It's House Bill 1503 which allows a secondary and ADU on any residential property," he told the commission, noting that the bill would permit accessory dwelling units under some circumstances. City planning staff said the rezoning met approval criteria and recommended approval with standard conditions including final site plan review and compliance with overlay district requirements.
A motion to approve the rezoning passed the commission; staff told the applicant he must be placed on the City Council agenda before Thursday at 10:00 to complete the next step in the process.
The commission's recommendation does not by itself rezone the property; final action by City Council is required, and the applicant must submit required final materials and comply with Planning Department review.
