Board approves consent items, authorizes purchases and tables two ARPA sewer change orders

The Harrison County Board of Supervisors approved routine consent items and several procurement and grant-related actions during the meeting.

Key outcomes:

- The consent agenda (items 7–16) was approved by voice vote.

- The board approved an order approving change order 5 for the ARPA Minge Avenue Sewer System project (request to add 110 calendar days) and discussed change order 4 for the ARPA Killdeer sewer project (adding 70 days). Board members questioned the timing and size of the day extensions and moved to table at least one item to get an engineer explanation and additional detail before approving additional contract days.

- The board authorized the purchase by the Harrison County Sheriff’s Office of a proprietary data integration and analytics platform from Paradigm / Presign Technologies, with funding noted as coming from inmate welfare funds; staff said the system will unify multiple law enforcement systems and support the real-time crime center and case work for the district attorney.

- The board authorized advertisement to receive bids for renovations of three circuit courtrooms at the Harrison County First Judicial Courthouse and noted an initial allocation of $300,000 to begin the bidding process.

- The board approved a $5,446.08 payment to the City of Long Beach Police Department for Stonegarden grant overtime and set the countywide Easter egg hunt for March 28 at 11 a.m. for children 12 and under.

- The board approved appraisal agreements for multiple gaming, resort and industrial properties and acknowledged monthly financial reports and claims dockets.

Board members said they will request engineer documentation on the ARPA change-order day extensions before final approval and will combine related items for future consideration with more complete documentation.
