Council raises maximum sewer lateral reimbursements and clarifies availability credit process

The City Council on Jan. 13 enacted amendments to Chapter 102 (Utilities) to update the wastewater lateral repair and replacement reimbursement amounts and to clarify how sewer availability credits are applied to existing structures.

Anne Fury, utilities coordinator, told council the lateral program — established in January 2017 — provides a dedicated lateral repair charge to reimburse property owners for eligible sewer lateral work and to promote trenchless rehabilitation methods. Fury said inflation has materially increased materials and labor costs since 2017 and staff, with input from finance, recommends increasing the maximum reimbursements by 30%: partial replacements from $2,500 to $3,250 and full replacements from $5,000 to $6,500. "These updates will help ensure the program continues to provide meaningful financial assistance and also support timely repairs," Fury said.

The second amendment moves availability fee processing into the Acela portal and places the onus on applicants to identify prior structures and submit supporting documentation at the time of plumbing permit application. Staff said current record searches are time consuming and that shifting documentation responsibility to applicants should streamline review and reduce permitting delays; if documentation is not supplied, fees will be assessed without credit.

Council discussed review cadence and operational implications. Staff recommended more frequent review (staff/finance suggested annual review) to keep reimbursements aligned with inflation. There were no public speakers on this item and council adopted the ordinance by unanimous roll call.
