The Hallandale Beach Planning & Zoning Board voted unanimously to recommend approval of a comprehensive plan/map amendment affecting 17.5 net acres of the Shell Bay Club at Diplomat Parkway.
Staff described the amendment as a change to permit residential uses inside a dash‑line area on 17.5 net acres, reducing previously approved hotel keys from a total of 938 down to 228 units (Tower 200 remains under construction with 108 keys; Tower 300 was eliminated and Tower 400 would be redesigned with fewer units). Staff said the amendment would lower peak‑hour trips (a staff estimate showed a reduction of 356 AM peak trips and 127 PM peak trips) and would decrease water and wastewater demand compared with earlier approvals.
Applicant representative Keith Poliakoff said the change simplifies the project’s regulatory status—avoiding strict condo‑hotel occupancy tracking—and results in a substantial reduction in density and infrastructure demand compared with prior approvals. The board discussed historic covenants and a previous debate about golf course protections and suggested exploring longer‑term protections where feasible. A motion to recommend approval (to transmit to Broward County Planning Council and the state pursuant to Chapter 163) was made and carried unanimously.
The ordinance will be transmitted to the Broward County Planning Council for review and, following state review, return to the city commission for final action.
