District approves ESI preconstruction work as new elementary design proceeds

District staff and ESI representatives briefed the board on preconstruction services for the new Middleton Elementary School and presented a schedule that would deliver bid- and permit-ready documents around May, then seek bids and—if permits proceed—break ground early summer with a goal to complete the facility for 2027 occupancy.

Corey, an ESI representative, said the preconstruction contract is intended to align design with budget through constructability reviews and iterative cost estimates, with alternatives priced into the documents to allow quick scope adjustments if bids come in over budget. LKV (the architect) is advancing the design from program level toward construction documents while jurisdictional reviews and a planned land donation remain in process.

Why it matters: trustees probed schedule risk, material procurement volatility, and how the project could be phased if funding changes. ESI said subcontractor interest has increased and material lead times have normalized compared with two years ago, improving the bid environment. Staff noted that if additional funds become available, the cafeteria would be the first item to add back to the plan; otherwise the gym will serve as cafeteria in phase one.

Board action: the board approved the ESI preconstruction contract by motion and voice vote, and staff said they will return with bid, permitting and funding updates as design progresses.
