Mary Rumbaugh, director of Health, Housing and Human Services, told the board she had successfully negotiated the county financial assistance agreement (CFAA) with the Oregon Health Authority and the Department of Justice. She said important protective language was added to the agreement to limit Clackamas County’s obligation to available funding and that the local behavioral health plan required by the agreement is now in final draft.
Staff reported the intergovernmental agreement value as $18,108,772.52 for an 18‑month period and that the funding package includes $60,000 from budgeted county general funds. Rumbaugh said the final plan will be submitted to OHA after board consent and that OHA approval is expected to be prompt.
Commissioners thanked staff for negotiations that involved many counties and state stakeholders; Gary Schmidt said the CFAA will appear on the Jan. 15 business meeting agenda for final approval. Rumbaugh and staff offered to answer follow-up questions and emphasized that the agreement does not fully fund all OHA-identified priorities but constrains county responsibility to available funds.
