Council grants permit for 35,000‑gallon above‑ground fuel tank at Highland Whelan

Kurt Owenissian, representing Highland Whelan, asked the council to approve petition 24‑26 for a 35,000‑gallon above‑ground fuel tank to replace the site’s existing 10,000‑gallon tank. The applicant said the new tank includes an enlarged containment area and modern safety systems, and that police and fire had reviewed and supported the updated installation.

Owenissian acknowledged there had been prior regulatory matters at the site and told councilors that a consent agreement and final order with the U.S. Environmental Protection Agency was executed in March 2022; he said current and planned work responds to issues raised in that prior action. Councilors questioned whether the prior matter related to the product to be stored; the applicant clarified the previously cited product (propylene glycol) was nonhazardous and not the subject of the EPA matter relevant to this permit.

Following discussion, the council voted to grant petition 24‑26. The chair recorded the vote as 8 in favor, 1 opposed. Committee members who asked questions said the fire chief and other departments had reviewed the technical details and were satisfied with containment and safety measures.

Next steps: Applicant to submit any final documentation requested by the clerk; permit will be processed consistent with departmental approvals.
