PORTLAND — The Portland City Council took up a time‑certain staff briefing at 2:00 p.m. on Jan. 14 about an annexation ordinance affecting 5048 Southwest Hilltop Lane.
Claire Adamcic, council policy analyst and staff to the Climate Resilience and Land Use Committee, summarized the ordinance (document number given in the report as "20 25 dash 4 83") and said the item was heard in committee and referred to full council without recommendation. The ordinance would annex the property into the city for the purpose of connecting to city sewer services and clarify withdrawal from the Tualatin Valley Fire and Rescue District.
Adamcic told council that the full impact statement includes economic and community impacts and that no verbal or written testimony had been submitted before committee action. Following the staff summary, councilors asked clarifying questions about committee process and timing; Councilor Knoell explained the committee referral was an administrative scheduling decision to preserve time for other committee items.
The council moved the ordinance to a second reading and the item will return under the council’s posted schedule for further consideration and final action.
