Council members approved a contract allowing UNO Wax to install a temporary lay-flat pipeline on an existing roadway at the city sewer farm, southeast of town, to deliver fresh water intended to complete the Duncan Pad project.
Joe Garcia, introduced as a representative of UNO Wax, described the proposal and said the pipeline would carry fresh water only for completion work. City staff reported the contract is under review; a staff reviewer said he was "about halfway through it" and comfortable recommending approval "subject to me finishing my review." Council moved to approve the contract with that condition. Grant (staff reviewer) and other staff noted the contract also must pass Duchesne County review. The mayor called the motion and the council approved it by unanimous voice vote.
The presenter said the initial contract term is three months with an option to extend for another three months if needed; staff said they did not anticipate using the extension. Staff requested the council allow the contract to proceed pending completion of the final review, with the caveat that any substantive issues that appear would return the item to a future agenda.
The public comment period earlier in the meeting included an unrelated request from a TGS representative asking the council to expedite pending contracts; no formal public opposition to the UNO Wax item was recorded.
