Council schedules final vote on conditional‑use permit for a manufactured home at 18 Northwood Drive

The St. Charles County Council closed the public hearing on Bill 5455 — a conditional‑use permit (CUP 25‑12) to allow a manufactured home as a dwelling at 18 Northwood Drive — and said the matter will return for final approval in two weeks.

Planning & Zoning Division Director Robert Myers told the council the parcel is adjacent to Fairview Manor Mobile Home Park, was platted in 1966, and previously held a manufactured or mobile home until it was removed in 2016. The proposed new structure is approximately 2,280 square feet and roughly 30 feet wide. Myers said the Planning & Zoning Commission held a public hearing on Dec. 17, received one speaker in support and recommended approval 7–0, and that the division finds the proposal meets county CUP criteria (section 405.510 of the county code).

Applicant Chris Klewein, owner of Sunburst Properties, said the lot historically functioned as part of the mobile home park and that Sunburst had worked with county staff on the application. Klewein said, "They recommend it, and so do I," and expressed support for staff's recommendation.

Public speaker Arnie Dinoff urged approval but listed suggested conditions that the council could make part of the permit record, including matching roof and siding materials, an elevated enclosed foundation, multisection construction with a minimum 20‑foot width, removal of wheels and axles, adherence to local utility connections and a two‑year activation clause requiring the CUP be put into use or be nullified.

Council closed the hearing and indicated it will take up the item for final action at the next meeting; no final vote was recorded at this session.
