The Hamilton County Board of Commissioners on Jan. 15 approved a slate of engineering resolutions and consent-agenda procurement items, moved several appointments and requested additional budget clarifications from staff.
County engineering staff presented eight items for the board, including setting viewing and hearing dates for a vacation of Buffalo Lane and Elle Marie Drive in Columbia Township; authorizing extensions and amendments with the Ohio Department of Transportation for cable guardrail repairs on Ronald Reagan Highway (State Route 126), snow and ice removal on Cross County Highway, and mowing on Ronald Reagan Highway; and consultant agreements including a $16,118 preliminary engineering contract with Norfolk Southern for an East Sharon Road bridge project and a $99,098 agreement with Burgess and Knipell for Round Bottom Road (the latter partly funded by a Flood Mitigation Assistance federal grant). The board voted to approve items 1–8.
Administrator Jeff Aludo presented the consent agenda (items 9–15) covering procurement and facilities work: authorization for credit card use at the board of elections ($28,250), a $620,000 contract with Triton Services for an air-handling unit replacement at 800 Broadway, a $121,000 Triton contract for plumbing and electrical work at 800 Broadway’s 6th floor, a $1,690,000 renovation of the 4th floor at Hamilton County Central Campus (the Developmental Disability Services floor), a $298,840 security door/access control project at the Dane Animal Shelter, and a $134,513 Justice Center condenser pump replacement. The board approved items 9–15 on the consent agenda.
The board also accepted by-leave nominations to advisory bodies, approving the appointment of Gregory Parker to the Economic and Community Support Advisory Council and reappointing Daniel Sullivan to the Hamilton County Board of Zoning Appeals.
During discussion President Stephanie Summer O'Dumas asked staff to clarify which departmental funds would cover specific projects after residents expressed concern about where money is drawn from. Administrator Aludo replied that most items appear to be general-fund projects except the 4th-floor renovation, which would be funded through Developmental Disability Services (DDS).
Commissioner Reese asked staff to verify youth-employment capacity after a reported discrepancy between a presentation slide (2,000 youth) and an office follow-up (about 100 youth); staff committed to follow up and return revisions to the board. Reese also announced, citing county prosecutor Connie Pillich, that Hamilton County had joined a lawsuit challenging high insulin prices.
Why it matters: The resolutions approved include federally funded and county-funded public-works and facility projects that move contracting and project scheduling forward. Commissioners sought clarity on funding sources to keep public reporting transparent and asked for verification of program capacity before approving budget reductions affecting county services.
Next steps: Staff will provide the requested clarifications on funding sources and program capacities and return revised budget recommendations to the board at a future meeting.
