Nonprofit leaders seek $295,665 one-time and base funding to manage federal funding shocks

Emma Paradis, representing Common Good Vermont (a United Way program), told the committee that 60-plus nonprofits endorse a proposal for the Budget Adjustment Act to provide $295,665 in one-time funding to offer technical assistance for organizations navigating federal funding shocks, and $267,000 in base funding to strengthen financial management and compliance for organizations with state grants.

Why it matters: Paradis said nonprofits employ 1 in 5 Vermont workers and that failures in the sector create immediate state costs, including layoffs and emergency interventions that are more expensive and reach fewer clients. The proposal focuses on planning for major funding swings, adapting business models and supporting orderly mergers or wind-downs when necessary.

What’s next: Testimony will be considered along with submitted written materials and fiscal staff analyses.
