Oshkosh board adopts revised public-forum policy to clarify speaker priorities

The Oshkosh Area School District Board unanimously moved and approved revisions to Policy 0167.3 governing the public forum. The change clarifies that anyone is allowed to speak but that, when many individuals wish to address the board, priority will be given to district residents, families with students enrolled and district employees.

Board members who brought the revision forward said the change responds to concerns raised at prior meetings that the policy language could be interpreted to exclude staff who live outside the district from speaking. The revised wording is intended to preserve broad speech rights while ensuring that stakeholders directly affected by school decisions have a fair opportunity to be heard when demand for time is high.

The board voted to adopt the policy change in open session; no subsequent legal action or challenge was raised during the meeting.
