San Francisco Board of Education re‑elects Phil Kim as president, retains Vice President Huling; approves routine items

At its January 13 meeting the San Francisco Board of Education carried out routine organizational business and several consent votes. The board voted to readopt the official Board rules and procedures for 2026, recording a 7‑0 roll call vote.

Commissioner Wiseman Ward nominated President Phil Kim to a second term; Kim accepted and the board voted to elect him president by roll call. Vice President Huling was renominated and accepted the position; the subsequent roll‑call votes to elect Kim and to retain Huling were recorded as unanimous among voting members present.

The board approved minutes from the December 16, 2025 regular meeting and moved through a consent calendar that included approval of five provisional internship permits (PIPs) and waivers, and authorization for several local assignment options including eight speech‑therapist local assignments. Those personnel items passed by recorded vote.

President Kim noted a standing recusal from the consent calendar on his part due to employment with the city and county, which frequently contracts with SFUSD, and the board continued with the agenda. No contested elections or failed consent items were reported.

The organizational votes were procedural and part of the board's calendar for starting the year; substantive budget and staffing decisions were discussed separately in the meeting's fiscal update and public‑comment period.
