Commission backs zoning change to limit scoria/dirt as finished surfacing, require 50‑foot paved entrances

The Dickinson Planning and Zoning Commission on Jan. 14 recommended approval of ZTA‑001‑2026, a zoning text amendment to §62‑592 (off‑street parking design standards) that would prevent crushed scoria, dirt and other high dust‑generating materials from being treated as finished surfacing inside city limits and would require at least a 50‑foot paved entrance from the right of way into any unpaved parking or loading area.

Community development planner Natalie Burczyk said the amendment’s stated purpose is to limit dust generation, track‑out onto public streets, erosion and maintenance burdens on stormwater drains. Burczyk told commissioners staff had received no public comments and recommended approval.

Following the staff presentation, an unidentified commissioner moved to recommend approval; the motion was seconded and passed by voice vote.

Effect and next steps: the recommendation is scheduled to be forwarded to the City Commission for consideration; staff noted the amendment will modify the municipal code’s off‑street parking design requirements and be implemented through plan review and code enforcement.
