The Westlake City Schools Board approved the treasurer’s grouped recommendations (2b–2f) at its Jan. 12 special meeting, including personnel changes and a contract amendment to add an electronic time-and-attendance module.
Speaker 1 told the board the district’s payroll manager will retire later this year and the accounts-payable employee will move into that role, requiring a replacement hire. The board approved the staffing adjustments and associated administrative items.
On a substantive operational change, the board approved adding Frontline’s time-and-attendance module to the district’s existing absence-management and applicant-tracking tools. Speaker 1 said the change is driven by new federal-qualified-overtime reporting requirements that will require employers to list qualified overtime separately on W‑2 forms beginning with tax year 2026 (W‑2s issued in 2027). He described the calculations as complex and gave examples: under district collective-bargaining rules, overtime may be paid for more than eight hours in a day or for weekend work, while qualified overtime under the Fair Labor Standards Act is overtime only for hours worked in excess of 40 in a week. He said some pay categories (for example, double-time Sunday pay) may not be fully reportable as qualified overtime and that the district must separate those hours for reporting.
Speaker 4 noted the accounting is "extremely complicated" and that employees could be surprised when they see their checks; Speaker 1 emphasized the change affects reporting (W‑2s), not net pay withholdings in the short term. Speaker 1 said the district had communicated with Oakton leadership and the bargaining unit about the approach and had engaged labor-management discussions to answer questions.
The board also recognized a state minimum-wage increase effective Jan. 1 and approved a previously authorized contract with Syntegix (a safety-technology vendor) for which a purchase order was now available.
