Staff told the Commission that City Council had passed the comprehensive plan; commissioners praised the plan's direction but warned implementation — including moving water and sewer lines and funding those improvements — will be difficult. "I think the plan was good. I think the implementation is where the problem is," a commissioner said during the exchange.
Mr. Breen told commissioners a zoning-code update is expected this year to align regulations with the comprehensive plan and that staff will provide the Commission with a digital copy of the adopted plan once Council's action is finalized. Commissioners discussed how matching the zoning code to the comprehensive plan should improve the City's ability to manage growth and give clearer guidance to applicants.
