Developer proposes 40-acre mixed-use PUD on Hales property; neighborhood meeting set

Planning staff presented a rezoning and preliminary development plan for the 163rd District (the Hales property), a 40-acre proposal requesting a C-2 PUD to allow a mixed-use development.

Staff said the proposal includes approximately 150,000 square feet of commercial uses (entertainment and restaurants) and about 592 multifamily units with a mix of apartments and mixed-use buildings with ground-floor retail. North is on the left in the site plan provided to council; staff passed preliminary site plans to council and said phasing information has been requested of the developer. Staff said the developer (Petra) expects initial site work and infrastructure for both street sections to begin in the first phase and may pursue the entertainment use and the southern apartment area in phase one.

Council members asked whether the plan covers the entire 40 acres, how the project will be phased and whether townhouses might be included; staff said phasing details will be provided prior to the planning commission public hearing. A neighborhood meeting is scheduled for Thursday at 5:30 p.m. in the council chambers, the planning commission public hearing is scheduled for Feb. 3 and the council is anticipated to consider the item Feb. 24.

No decisions were made; staff will distribute phasing plans before the planning commission and will continue public engagement per the hearing schedule.
