Planning staff told council they recommend denying a request to vacate part of a utility easement at 231 North Cedar Street, an undeveloped lot south of a Valvoline under construction.
Staff reported objections and concerns from multiple utility providers — water, sewer, gas and AT&T communications — and said the corridor is less than 50% developed, meaning future relocations or expansions may be needed. The Planning Commission held a public hearing and unanimously recommended denial. Staff added that the applicant had previously been advised of alternative sign locations but declined staff’s suggestions and pursued the vacation through the formal process.
Council members asked whether the proposal would remove an existing sign on the opposite side of the access drive and noted the proposed sign location could further limit buildable area and complicate access for future tenants. Staff said they have not received updates about potential tenants and that the sign would indeed reduce buildable area. The item will return to council for formal consideration on Jan. 27.
