Jason Klonch described a proposed Chapter 381 agreement tied to the Anderson Town Crossing development and said the project’s anchor would be a large retail tenant with substantial projected regional sales. He presented two agreement versions—one with a 40-job commitment and one without—and explained that participation amounts and term lengths differ from the city’s agreement because of county tax-rate and term considerations.
Court members asked questions about participation rates, reporting and auditing responsibilities, and whether omitting the 40-job requirement would simplify county administration. Jason Klonch said the city would handle much of the reporting and that the county’s participation would be production-based; if sales thresholds aren’t met the incentives would not be paid.
The County Judge moved to approve the Chapter 381 agreement that mirrors the city's agreement but omits the 40-job requirement; a commissioner seconded and the motion passed unanimously. Jason Klonch thanked staff and court members for working together on the process.
