The Trophy Club Town Council on Jan. 12 approved a professional services agreement between the town, the Trophy Club Economic Development Corporation (EDC), Catalyst Commercial Inc., and Core Location Advisors LLC for economic development advisory and real estate brokerage services.
The contract approves advisory services capped at $5,500 per month for up to 14 months (included within a not-to-exceed $77,000 total) and allows a 4% disposition/brokerage fee on the gross sale price if Core Location advises on and brokers a property disposition. Jason Claunch, principal for Catalyst and Core Location, introduced the firms and outlined the advisory, marketing and brokerage scope.
During debate, Councilmember Dennis objected to the contract language and the procurement approach, saying there had been no request for proposals and expressing concern about intermediary representation and the potential for an excessive disposition fee. Dennis stated, “I’m against this... There was no outside request for proposals, and I object to that.”
Jason Claunch and staff responded that the intermediary language is a mandatory disclosure required by Texas real‑estate law and that any intermediary representation would require written consent from both parties before it could occur. Claunch summarized the legal point: “This is a mandatory statement that's required... Texas real estate law,” and explained that the agreement does not authorize intermediary action without explicit additional written permissions.
Council discussed the commission structure and the practical need for a licensed brokerage for disposition work; staff emphasized that any sale or incentive package would still require EDC recommendation and council approval. After discussion the council moved and approved the professional services agreement; the motion passed with one dissenting vote recorded (Dennis opposed). The contract includes both advisory tasks (market analysis, data room creation, outreach) and optional brokerage services if the EDC/town pursues a property disposition.
The town manager will execute the agreement per the council’s authorization.
