The Downtown Development Authority on Monday announced a request for proposals for the 5th Street redevelopment in downtown Royal Oak, with the bid period opening immediately and closing Jan. 13, 2026. Isaac Kramer, DDA executive director, told the City Commission the project is planned in two phases and is estimated at $3,377,000.
Kramer said phase one would run from March 16 to Aug. 15, with a hard stop to accommodate the Arts, Beats and Eats festival, and phase two is expected to run from Sept. 14 through June 18, 2027. He said the city has already committed $325,000 for water‑main replacement and that the team is including construction drawings in the bid packet to show phasing and continuity between sections.
"As of, tomorrow morning, we are releasing the RFP," Kramer said, describing a two‑phase approach (Center Street to Washington; Washington to Lafayette) intended to make the complex job more manageable and lessen community disruption. He outlined design issues addressed in memos circulated to the infrastructure committee and DDA board, including drainage, tree replacement, sidewalk table alignment for accessibility and options such as curbless design (no more than a 2 percent grade) to comply with the ADA.
Kramer also discussed surface options and said the project will use grass rather than artificial turf after reviewing a recyclable soybean‑based turf alternative. "We came down on grass," he said, noting the desire for a comfortable place where people can gather.
Commissioners asked about maintaining continuity between the two bid phases. "I think that's an excellent question," Kramer replied, and said the construction drawings in the bid packet and follow‑up briefings with design professionals will explain how the two phases will be coordinated.
The DDA plans to award the contract in February if the schedule holds. The RFP and supporting documents will be posted on the city's website when the notice goes live.
