The Kokomo City Planning Commission voted to approve Case P14P25, the primary and final plat for Monarch Springs RV Park (4410 South 150 East), after hearing applicant presentation and public comment.
Elaine Phelps, representing the applicant, described the plat and explained that all parcels owned by the Fulton Trust are being platted into a single lot; construction will follow after development-plan approval. A nearby resident, Britney Floyd, said the project would directly affect neighbors: "This RV park will directly affect her house because she is at the end of the road where this traffic will be coming in front of her house," she said, adding the roadway is narrow — "the width of the road at best is 15 feet wide" — and that she fears security, noise, light pollution and trash. Floyd also said prior concerns raised about sewage at an earlier meeting did not receive definitive answers.
Board members and staff replied that the primary/final plat creates the property and that many technical elements — including site layout, sewer connections and security measures — are typically addressed at the later development-plan review. Staff noted a "will serve" letter from Taylor Sewer District is in the project file. The commission then approved the plat by motion and voice vote.
The approval advances the project to the development stage where detailed plans, engineering, stormwater and infrastructure connections will be reviewed; the transcript records neighbors may be notified again for that subsequent meeting.
