Board follows consultant recommendation and denies Community Roots charter application

District staff presented the Community Roots Leadership Academy charter application and said the Learning Collective and the charter office recommended the board not approve the application. The application’s representatives were not present at the meeting. Public commenters reiterated concerns about timing, fiscal impacts and the absence of applicant representatives.

After board discussion — in which members cited the reviewer recommendation, the applicant’s absence and broader fiscal and district timing concerns — a motion to accept the recommendation to deny the application carried. The chair directed staff to record the decision and proceed with district procedures consistent with the charter-review process.

Board members stressed that denial reflected the consultant recommendation and process concerns rather than a specific critique of individuals; some members urged applicants to return next cycle if they wish to provide more information in person.
