Board approves $42M initial tranche of high school athletics and arts projects

Board and district facilities staff presented the High School Experience Initiative’s Group 1 projects on Jan. 8 and the board approved the recommendation to move forward with the initial tranche.

Pam Whitley and facilities leaders said the initiative will establish district-wide standards for athletics and fine arts facilities so work across high schools is consistent, equitable and more cost-effective. Group 1 includes projects that are procurement-ready — theater upgrades, sound systems, lighting, gym improvements, storage and other items described as able to start quickly. Staff estimated the Group 1 and related phases at about $42,000,000 and emphasized lifecycle-cost analysis and Title IX compliance as part of standards development.

Board members raised procurement and oversight questions, asked whether Title IX equity for female athletes was embedded and requested lifecycle-cost evidence to avoid low-quality short-term purchases. Staff said standards and life-cycle costing would be part of future procurement packages and that coordination with existing campus tax plans could create synergies.

After questions and brief public comment, the board voted to approve Group 1 and authorized the superintendent to negotiate and execute contracts in compliance with state procurement law.
