The Rochester Hills City Council on Jan. 12 authorized a blanket purchase order and contract for emergency medical and fire billing services with EMS Management Consultants, Inc., of Winston‑Salem, N.C., for up to $994,190 through Dec. 9, 2029, and waived a city purchasing rule limiting contract length.
Captain Matts, presenting the request, said the city combined procurement volumes with the city of Warren to obtain more competitive pricing and that the selected firm will lower the collection fee from 5.2% to 3.95%. He noted EMSMC recently merged with Acumed, the city’s former vendor, which the department said would preserve established workflows and contacts. The presenter added that EMSMC holds SOC 1 and SOC 2 certifications and maintains a local office in Riverview for data security.
Vice President Mangioli praised the department’s work and the fiscal prudence of locking in a four‑year term. The council approved the waiver and contract authorization by voice vote; the resolution conditions the award on executing a written agreement acceptable to the city.
Next steps: procurement to finalize and execute the contract per standard city practice.
