Philomath advances RFQ for Main/14th lot to test developer interest in mixed-use project

Philomath — City Manager Chris presented a draft request-for-qualifications (RFQ) on Jan. 12 to solicit developer interest in the downtown lot at 14th and Main Street, framing the RFQ as a preliminary step to "test the water" before issuing a formal request for proposals.

Chris told council the RFQ is intended to attract proposals for mixed-use development — commercial on the ground floor with residential or lodging above — and that staff will use responses to determine whether to follow with a formal RFP and developer selection process. "The RFQ is really just dipping our toe and saying, is anybody interested in our vision for this site," Chris said.

Staff reported site conditions that affect cost and timing: contractors found three unexpectedly large underground tanks at the property. Chris said removal and proper disposal are underway and that he had "already signed off" on approximately $20,000 in removal work. Councilors urged that marketing materials highlight downtown momentum — the streetscape improvements, the frolic and rodeo events, farmers market and proximity to a planned gathering area on North 13th — so prospective developers see both regional tourism drivers and local community benefit.

Staff noted the city’s current downtown zoning (C‑1 Commercial) does not yet allow hotels, but planning changes under consideration would make hotels an outright use; in the meantime the city could use a development agreement approach. Chris said any developer would perform their own market analysis and that the RFQ leans on comparable work from Dallas adjusted for Philomath’s market.

Council provided editorial feedback (add streetscape and event references, list comparables) and signaled general support for releasing the RFQ with those edits. No formal vote was required; staff will update the RFQ and post it to state procurement and industry channels.
