The Committee on Parole voted to grant parole to Dana Francis (DOC 458021), a second-felony offender serving a 30-year sentence, sending her to the Louisiana Parole Project under conditions that include treatment and continued supervision.
DOC and reentry witnesses described Francis as a long-term mentor and leader within the facility who recently completed a bachelor's degree and multiple programs. The Parole Project told the board it would provide long-term transitional housing, employment assistance and mental-health and substance-abuse evaluations. Francis’s counsel and multiple facility staff described a lengthy record of programming and leadership.
Family members of the victim testified passionately in opposition, recounting persistent trauma and arguing that Francis’s actions caused lasting harm. The board acknowledged the victim impact testimony and the law-enforcement opposition but concluded that Francis’s documented rehabilitation and the Parole Project’s supervision plan justified a conditional grant. The board required treatment before release and monitoring by the Parole Project.
