Board reviews roof and stadium walkway proposals and a new grant opportunity

District staff presented architectural and engineering proposals from HHSDR for two capital projects: a high-school roof overlay/partial replacement and a replacement of the rubber walkway around the stadium. Administration said the projects are intended to be bid together to save cost and that the roof scope was being evaluated as a roughly multi-million-dollar project with engineering services quoted as a percentage of construction cost.

During discussion staff explained the proposed approach: do an overlay now to avoid a full reroof that would be much costlier later, and bid the walkway repair while HHSDR is on site for the roof. Board members asked for clearer line-item costs and a procurement timeline; staff agreed to return with clarified figures and an engineer’s specification that avoids mandating a single manufacturer.

Separately, administration said a new grant opportunity had been released with a quick turnaround; the grant would be a cash-match program in which the district would be responsible for approximately 25% of the project cost while the grant could cover up to 75% if awarded. Using a $3,000,000 hypothetical project as an example, staff said the district’s share could be roughly $1,000,000 if it received the maximum award. The board agreed to add a resolution to the next voting meeting to authorize staff to apply for the grant; staff will return with the completed application and recommended matching strategy.

No construction contract was awarded at this meeting; the board asked staff to provide clarified bid amounts, contract language that permits local bidders, and the engineering specifications before the vote.
