Rules committee approves four JEA collective bargaining agreements; full council to vote Jan. 13

The committee approved four collective bargaining agreements presented by Diane Moser, JEA chief human resources officer, covering PEA, IBEW Local 2358, AFSCME Local 429 and the JEA Supervisors Association (JSA).

Moser explained JEA has five unions representing 78% of the workforce and summarized membership counts. She said the agreements are three-year terms beginning Oct. 1, 2025, through Sept. 30, 2028, and listed general wage increases (examples: IBEW/AFSCME/JSA—4% effective 10/01/2025, 3.5% 10/01/2026, 3% 10/01/2027; PEA—1.5% general increases plus up to a 2.5% performance-pay pool). She told the committee the bargaining units ratified the agreements and the JEA board unanimously approved them on Nov. 18, 2025.

Staff confirmed the committee action is a committee-level approval and the agreements will be considered for final adoption by the full council on Tuesday, Jan. 13. The committee recorded votes approving the bills (item numbers 20250877–20250880) by 7 yays, 0 nays.
