Jen Gustafson, a Washoe County deputy district attorney, briefed the board on a two‑part legal update affecting Citizens Advisory Boards: (1) a standard set of CAB bylaws will be updated to reflect procedural needs and new federal digital accessibility requirements that mandate extra time for converting agenda materials; and (2) the county will amend the resolutions that establish CAB boundaries to adjust GIS mapping so each CAB falls within a single commissioner district.
Gustafson said staff aims to post a draft of the standard bylaws for public comment in February and to present the proposed bylaws to the Board of County Commissioners for approval in April or May. She said the boundary adjustments are expected to be ready for commissioners’ consideration by early June.
Gustafson explained that bylaws define meeting procedures and timelines and that digital accessibility requirements will lengthen the timeline for submitting supporting materials to county staff so documents can be converted to accessible formats. The changes to resolutions are primarily technical GIS adjustments required by last year’s code amendment to align CAB boundaries with commissioner districts.
What happens next: Staff will post the draft bylaws for public comment (expected in February) and will notify CABs when the comment period opens. The CAB encouraged outreach to ensure residents know how to review and comment on proposed bylaws and boundary changes.
