Monroe County Election Board members spent part of their January 2026 meeting focused on proposed state legislation that could change how voters access primary ballots.
Speaker 3, who said they serve as chair of a clerks' legislative committee, flagged "House Bill 1096," authored by Representative Prescott, saying the measure would let an individual affiliate with a political party when registering to vote but would also require choosing a party to vote in a primary and would bar voting a different party's ballot. "If you wish to vote in a primary election, you must first choose that political party affiliation, and may only vote that party's ballot in the primary election," the speaker said, noting the bill would also set a 119-day cutoff before a primary for party affiliation.
The speaker told the board the clerks association is tracking the bills to assess impacts on clerk responsibilities and will provide updates as the legislature moves forward. The board also heard that House Bill 1359, introduced by Chairman Tim Wesco, contains the clerks association' legislative request and is being followed by county clerks.
Board members raised concerns about voter privacy and the administrative burden of enforcing a cut-off timeline. "Most people do not want you to know their political affiliation," the clerk said, adding that some voters stand by straight-ticket voting for reasons of ease. "A lot of our elderly want to have that straight party. It certainly makes it easier for them," the speaker said.
Public comment included a short remark urging more-informed voting rather than straight-ticket voting, but board members emphasized that the clerks' priority is to balance ease of voting with statutory compliance and clear administration.
The board did not take a formal position on the bills; staff said they would monitor developments and provide further briefings to the board as more information becomes available.
The clerk indicated the legislative session has begun and pledged to return updates to the board at future meetings.
