The plan commission recommended that Boone County add additional signature lines to subdivision plats so the highway department and the county surveyor can sign final plats.
Speaker 6 said the change aligns county forms with state statute and addresses practical problems where technical advisory committee (TAC) members review preliminary plats but never see the final recorded plat, leading to omitted elements such as legal drains or outlets. "When you don't know if the version you have in front of you is the same as what they have in front of them, it'd be easier to just get the final signature," Speaker 6 said.
Speaker 4 noted past issues where multiple versions circulated and staff had difficulty determining the most recent version. Speaker 4 recommended a positive recommendation to the commissioners to adopt the proposed amendments. Speaker 2 moved, Speaker 2 seconded, and the motion to recommend adoption passed by voice vote. During the vote, Speaker 5 asked whether IMI or the developer would receive any tax breaks; Speaker 4 said none had been requested to his knowledge and that any tax incentives would require county council approval.
The commission's action was a recommendation to the county commissioners to adopt the ordinance amendments; it did not itself change the county code. Staff and TAC comments will inform the final ordinance drafting going to the commissioners.
