Blount County commissioners voted to forward proposed revisions to the county comprehensive plan after adopting a targeted amendment to Policy C1.2.
Commissioner Wells, after reviewing redline edits, moved to amend the conservation language on page 8 (C1.2) to generalize guidance: rather than directing developers to use "cluster development" or "conservation development," the amendment replaces that phrasing with encouraging "development models" that provide open space and avoid disturbance. Wells argued the change avoids conflating distinct development types and broadens the county’s guidance.
The amendment passed on a 14–1 recorded vote. Commissioner Anderson thanked staff, the steering committee and the planning department for their work and summarized how the plan addresses long-term traffic congestion, safety, infrastructure and policies around county roads and vacant land. After discussion, the commission recorded 15 yes votes to forward Resolution 261013 to the full commission.
The adopted amendment changes the explicit guidance in C1.2 to remove prescriptive labels and instead encourage development approaches that preserve open space. No final zoning changes were made at the workshop; the revision package will be reviewed by the full commission and may face further amendments at subsequent hearings.
Next steps: Resolution 261013 will be considered by the full Blount County Commission; the planning commission will also review the forwarded revisions and any additional amendments that arise.
