Fairfax County staff presented three broad scenarios for the Government Center campus — an enhanced government center, a civic center combining cultural or educational facilities with government uses, and a transit‑ready mixed‑use option — and told the task force the eventual plan will likely blend elements from all three.
“One of the things in the original master plan included a phase 2 that would be building out that crescent of the government center … whether or not that’s feasible or economically sound, that’s to be determined,” Ryan Stewart, a county planner, said while describing massing concepts and the potential to redevelop surface parking into infill development and structured parking.
Several task force members and a nearby resident urged staff to preserve existing open space and tree canopy. “As somebody who lives within walking distance of the government center, I just want to flag how important that green space is for us out here,” a resident said, noting families and weekend recreation use the lawns and trails. Stewart responded that maintaining and enhancing on‑site green space is a priority and that consultants will revisit park siting to avoid losing current uses.
Connectivity and the form of any new streets prompted debate. Commissioner Mary Cortina (Braddock District) raised concerns about bisecting existing park space with new streets and whether new road connections could be later closed for security reasons. Stewart acknowledged a stream valley and recent restoration work that constrain where connections can be placed and said some connections might be pedestrian or trail‑only rather than vehicular.
Staff presented park calculations tied to the transportation scenario: roughly 12.3 acres of urban parkland would be needed across the core area if the multifamily counts used in the model materialize, and staff said park quality and amenitization are as important as raw acreage. The Park Authority will be engaged on design and service‑level standards as proposals advance.
What happens next: consultants will refine design options based on the comments, staff will share the transportation study results when available, and the task force signaled interest in a deeper future session on placemaking, parks and street‑level character.
