Meeting roundup: minutes, financials and reimbursements approved; board schedules strategy planning

The Benton Harbor Brownfield Redevelopment Authority opened its Jan. 8 meeting with routine business and several approvals. Minutes were approved by roll call (minutes recorded as approved 8–0). The board reviewed and approved financial statements for September–December, accepted the January payables listing (including accounting invoices covering multiple months) and authorized signature of checks that require two signatures.

On old business the board approved the standard reimbursement agreement tied to the Abbot Marsh Brownfield plan; the agreement includes an addition requiring the developer to provide annual income-monitoring materials for MSHDA reporting where applicable. The board recorded votes and one or more abstentions as noted in the minutes for that item.

Members also agreed to schedule strategy planning (a retreat or special session) to develop a written policy and clearer procedures for loaning, marketing, outreach and use of Brownfield funds. Staff was asked to coordinate availability and to prepare updated outreach materials (including a one-page handout for events) so residents can understand what projects are eligible for Brownfield assistance.

Next steps: staff to coordinate strategic planning dates, update outreach materials and return with draft policies and any additional recommended administrative procedures.
