The commission voted to recommend approval of a special-use permit to combine two existing bar spaces at 420 East Clayton Street into a single bar with a combined occupancy of roughly 301 people, subject to plan review and fire-safety upgrades.
Staff said the change is compatible with downtown land use and the 2023 comprehensive plan and recommended approval. The proposal does not change the building exterior; interior work will be reviewed in plan review and the fire marshal will require an upgraded fire-alarm system if the combined occupancy exceeds the 300-person threshold.
Applicant David Matheny said both bar spaces are owned and operated by the same owner and that the interior combination would not alter the exterior or nearby land use. Commissioners placed standard conditions for plan review and noted the requirement that the applicant complete any required fire-alarm and egress upgrades in the permit process.
The planning commission's recommendation will move to the mayor and commission for final action, and the applicant must complete plan review and coordinate with the fire marshal prior to construction or occupancy changes.
