The Bloomington Common Council voted 9–0 on Jan. 7 to adopt Resolution 20 26-01, which updates membership requirements and program-funding conditions for the Jack Hopkins Social Services Funding Committee.
Sponsor Councilmember Stassberg (spelled in the transcript as Stosberg/Stassberg; transcript naming is inconsistent) said the resolution consolidates several scattered funding documents into a single resolution to make responsibilities and timelines clearer. A principal change requires the committee chair to recommend resident appointments to the full council, rather than allowing the chair to make those appointments unilaterally; the change was made to ensure appropriate oversight and to allow the council president, as representative of the body, to sign required conflict-of-interest paperwork.
"Our resident members need to have experience in social services," the sponsor said, noting that the previous practice sometimes produced conflicts that required additional paperwork and uncertainty about who should sign. The resolution also clarifies term dates to meet accessibility requirements.
Councilmember Daley, who will chair the committee next year, said she supports the change and expects to bring resident appointment recommendations forward next week. Councilmember Zulek also thanked the sponsor for streamlining where documentation is kept.
A roll-call vote was held at the conclusion of debate; the clerk recorded nine affirmative votes and no negatives or abstentions. The resolution was adopted and will change the committee’s appointment and documentation procedures going forward.
