During public comment at the Jan. 7 Bloomington Common Council meeting, a representative of the Newington Chamber of Commerce and a Bloomington resident addressed the council.
"Christopher," identified as representing the Newington Chamber of Commerce, thanked the council for deliberation and outlined three 2026 legislative priorities: housing availability and affordability, workforce participation and readiness (including child care and transportation), and community safety paired with compassionate responses and accountability. He urged predictable zoning, permitting and transparent department processes to build confidence and encourage local investment.
Later in the meeting’s additional public comment period, resident Kevin Keough, a retired accountant and IT auditor, urged the council to make the timeliness of the city’s annual comprehensive financial report (ACFR) a governance priority. Keough said the ACFR for the year ended 12/31/2025 had not been published as promised by 12/31/2025 and argued audited financial statements should be completed before the next budget cycle. He cited Fishers, Indiana, as an example that earlier completion is achievable and asked the council to set the expectation that the ACFR be completed prior to budget development.
The council acknowledged the public comments; no formal action was taken during public comment periods.
