Council appoints gas & water general manager, approves interlocal energy agreement

The Clarksville City Council adopted two administrative resolutions unanimously on Tuesday.

Resolution 38 appointed Mark Riggins as general manager of the newly formed Gas & Water Board; the clerk recorded the vote 13‑0. Councilmembers clarified this step followed creation of the board and that the board recommended the appointment.

Resolution 39, sponsored by Councilmember Deanna McLaughlin, authorized an interlocal agreement between the city and the Penny Bridal Regional Energy Agency to provide redundancy in the city’s gas service; council approved the measure 13‑0 after an explanation from Mr. Riggins and brief discussion.

Both measures were procedural, recorded without further amendment, and will be implemented by the relevant departments as directed by council and the board.
